In 2005, Universities Australia (then the AVCC), released the Code of Practice and Guidelines for the Provision of Education to International Students, building on from previous Codes to cover the provision of education to overseas students and the provision of offshore education and educational services. The Code provided Australian universities guidelines for best practice and sector wide benchmarks to assist in the consistent and caring delivery of education services for international students.
This code and its associated guidelines, including guidelines on fee refunds, provide tangible evidence of the Australian university sector's commitment to its international students and to ensuring the continued high standing of Australia's reputation as an education and training provider.
Since the release of the Code, there have been many developments in the international higher education sector and some of the recommendations within the Code have been covered by changes to the Education Services for Overseas Students Act (ESOS). Universities Australia is currently waiting upon the review of the National Code of Practice for Registration Authorities and Providers of Education and Training to Overseas Students before commencing an update of the Code of Practice. This will ensure that the new Code provides an accurate and up-to-date reflection of the legislative environment, taking into account the review of the national Code and the changes to the ESOS ACT. Universities Australia has continued to advocate for the equitable treatment of international students in a number of other ways, including through the release of the Good Practice Guidelines for Enhancing Student Safety and the Enhancing the Student Experience Survey (2009).
