February 2010

Universities Australia welcomes the development of the Higher Education Participation and Partnerships Program (HEPPP) and strongly supports the intention behind the allocation of funding to support low Socio-Economic Status (SES) participation and educational partnerships. The two streams of participation and partnership funding will be very important to enable Australia's university sector achieve the ambitious low SES student participation targets set by the Government.

Universities Australia has the following specific comments to make about the draft HEPPP Guidelines.

Participation Component

Universities Australia supports the proposed relative funding model for Participation funding, and considers that it, combined with the Partnership component, will encourage institutional interest in enrolling and supporting (leading to graduation) of low SES students.
