Universities Australia, the peak national body representing Australia's 39 universities, appreciates the opportunity to comment on the Draft Defence Trade Controls Regulations (2012) (the 'Regulations'). Further to Universities Australia's submission on the Defence Trade Controls Bill (2011) (the 'Bill'), Universities Australia is concerned that the Draft Regulations do not resolve the problems identified with the Bill.
Universities Australia acknowledges the important role that universities can play in supporting national security priorities and the implementation of Asutralia's international obligations. Universities also support the intent of this legislation and subsequent Regulations to update Australia's existing system of export controls to cover 'intangible' transfers of technology and services related to items listed on the Defence and Strategic Goods List (DSGL).
