Universities Australia welcomes this opportunity to comment on the draft terms of reference for the ALRC reference on copyright and the digital economy (draft TOR).
Copyright is of central importance to the work of universities. Academics working in Australian universities are both users and creators of copyright content.
We are pleased to see that the ALRC will be directed to have regard to the need for copyright to provide an appropriate balance between the rights of creators and the rights, interests and expectations of users and the public.
