In brief, we are happy that the Review Panel has decided to take a principles-based approach to how a base funding regime should operate, but are disappointed that the panel did not take the opportunity to extend its thinking beyond the current and short-term fiscal constraints on Government.
Our response has endeavoured to provide more clarity around the Principles and outlines options for future reform. The ideas contained in this reponse will be developed as part of the Universities Australia Policy Statement currently under development.
