Meetings and Delegations

Delegates from the European University Association (EUA), the peak group for higher education in Europe representing more than 700 universities in 45 countries, met with Vice-Chancellors from across Australia in Sydney on Monday 12 November 2007. The Forum focussed on the Bologna process, and the fostering of research links between Australia and Europe. The European University Association representatives also made a presentation to the full plenary of Universities Australia on EUA activities and Higher Education in Europe on Tuesday 13 November 2007. The Forum recognised the similarities between the systems in Australia and Europe and identified a number of areas in which learning and collaboration could ensue.
Following the Forum and presentation to the Plenary, the EUA delegation participated in meetings with the Australian Research Council, the National Health and Medical Research Council and the Australian Universities Quality Agency.

Universities Australia conducted a Debriefing Seminar in Sydney on 27 September 2007 for eight Chinese university vice-presidents on the conclusion of the successful China Australia Executive Leadership Program 2007. The Program had begun on 17 September 2007 with an Orientation Seminar in Sydney conducted by Universities Australia and also involving five of their Australian university hosts. The vice-presidents then spent nine days placed at seven universities studying aspects of Australian university management. The Program has been running since 1999 and has had a positive impact on Australian and Chinese participants individually and institutionally and on the China-Australia educational relationship as a whole.

Meeting with UK Parliamentary Education and Skills Committee - 27 November 2006.
The AVCC hosted a delegation from the United Kingdom's Parliamentary Education and Skills Committee. This meeting was one of several for the UK Committee, which was visiting Australia to study several aspects of Australian Higher Education Policy and university operation, notably the Research Quality Framework, Australia's student fee system and international student recruitment and the marketing of Australian universities overseas.
The British Members of Parliament attending were Mr Barry Sheerman (Chairman of the Committee), Mr Douglas Carswell, Mr David Chaytor, Mr Jeff Ennis, Mr Paul Holmes, Ms Fiona MacTaggart, Mr Gordon Marsden and Mr Stephen Williams. They were accompanied by Mr David Lloyd and Ms Nerys Roberts. The AVCC representatives were Professor Roger Dean (Vice-Chancellor, Canberra University), Professor Anne Edwards (Vice-Chancellor, Flinders University), Professor Roy Green (Dean, Graduate School of Management, Macquarie University), Mr John Mullarvey (CEO, AVCC), Ms Angela Magarry (Director, Policy, AVCC) and Ms Anne Reynolds (Director, International, AVCC).

The AVCC conducted an Orientation Seminar in Sydney on 18 and 19 October 2006 for six Thai university Vice-Presidents at the commencement of the Thailand Executive Leadership Program 2006. The seminar included presentations from AVCC, DEST, the Australian Research Council and the University of Wollongong. It also included a visit to the CSIRO ICT Centre at Marsfield. The Thai vice-presidents each spent a week at an Australian host university, studying aspects of university management. The program will provide an avenue for ongoing discussion and engagement between universities in Australia and Thailand and builds on the shadowing programs that were conducted from 1995 to 2003.
The program is supported by the Australian Department of Education, Science and Training (DEST) and the Thai Commission on Higher Education and aims to contribute to long-term education, training and research linkages, both institutional and individual, involving Australians and their counterparts in Thailand.

On Tuesday 26 September 2006, the AVCC hosted a delegation from Sam Ratulangi University (UNSRAT) in Manado, North Sulawesi, Indonesia. The leader of the delegation, Professor Sondakh is also President of the Consortium of Eastern Indonesia State Universities. Discussion focussed on possible collaboration between Australian and Eastern Indonesian universities.
The AVCC Board, at its 10 October 2006 meeting, agreed to issue an invitation for Consortium Rectors to meet with Vice-Chancellors at the time of a plenary meeting in 2007.

The Australia-India Vice-Chancellors’ meeting - Deakin University 3 - 4 September 2006.
The AVCC hosted a delegation of Indian Vice-Chancellors representing the Association of Indian Universities and its member universities. The meeting was a productive exchange of information that covered issues relating to Higher Education Policy in Australia and India, quality assurance, transnational education and international collaborations opportunities. Australian Vice-Chancellors were provided with some innovative suggestions on how to develop educational and cultural contacts between Australia and India, including a proposed Bradman – Tandooka cricket exchange.
Following the AVCC meeting the Indian Vice-Chancellors visited Deakin University, The University of Melbourne and Monash University where they meet with senior staff involved in transnational projects in India and research a in the Asian region. They also had the opportunity to meet with Indian students studying in Australia to gain a students’ perspective on Australian higher education.
The India Vice-Chancellors who attended the Australia-Indian Vice-Chancellors’ Meeting were, Professor S. F. Patil, Professor S. S. Katiyar, Professor Vachaspati Upadhyaya and Professor Dayanand Dongaonkar.

The inaugural Latin American Executive Leadership Program 2006 hosted by the AVCC in Sydney, 17 - 25 August 2006
Participants from Australia, Chile, Colombia and Mexico participated in an orientation program in Sydney before completing an intensive week-long program at an Australian university. The program is designed to further relationships between universities in Australia and Latin America with the view to encouraging staff and student exchange and collaborative teaching and research into the future. The AVCC conducted an Orientation Seminar on 10 July 2006 for nine managers of Chinese university research offices at the commencement of the second China-Australia Middle Manager Program (CHAMMP). The seminar included presentations from AVCC, ARC, NHMRC, DEST and the host universities. During the rest of the week, the participants visited universities and the CSIRO ICT Centre to view and discuss various aspects of research management. Australia - Malaysia Vice-Chancellors Meeting - Sydney Australia 6 - 7 July 2006
The Australian Vice-Chancellors' Committee hosted a delegation of 14 Malaysian Vice-Chancellors and senior university staff and 12 Australian Vice-Chancellors and Deputy Vice-Chancellors in Sydney on the 6 and 7 July 2006 to strengthen university ties between the two countries. During this successful meeting Vice-Chancellors discussed issues of importance to both countries such as university governance, funding, research, development and innovation. Australia-Japan University Presidents Meeting – Sydney Australia, 1 - 2 May 2006
The Australian Vice-Chancellors’ Committee (AVCC) hosted 24 Japanese university presidents and senior university staff, and 14 Australian Vice-Chancellors at the Australia–Japan Presidents Meeting in Sydney on 1 and 2 May 2006.
The meeting covered the issues of governance, autonomy, and funding mechanisms; current research developments; transnational education and future trends; quality assurance mechanisms for teaching and research; student mobility, and future collaboration between Australian and Japanese Higher Education institutions.
The meeting was a productive exchange of information between the university presidents which further strengthened the cooperative relationship that exists between the higher education sectors in Australia and Japan.

Australia- Taiwan University Presidents Meeting – Sydney Australia, 7 April 2006
The Australia–Taiwan Presidents Meeting was held in Sydney on 7 April 2006 and was attended by 14 Taiwanese presidents from private and national universities and 6 Australian Vice-Chancellors.
The Presidents meeting was a productive exchange of information and highlighted areas where Australian and Taiwanese universities share common goals, especially in the field of internationalisation and this understanding will foster both the establishment of, and increase in, cooperative ventures between Australian and Taiwanese universities.

On Friday 7 April 2006, the AVCC hosted a delegation from the Chinese Ministry of Education, accompanied by the representatives of the Chinese Embassy in Canberra. The presentation and discussion focussed on transnational education policy and the latest developments in the international trade of education services.

The third meeting of Chinese and Australian Presidents, under the Agreement on Cooperation in Higher Education between the Australian Vice-Chancellors' Committee (AVCC) and the China Education Association for International Exchange (CEAIE), was held in Hobart on Wednesday 15 March 2006.

On Monday 14 November 2005 the AVCC hosted a delegation from the UK Association of University Administrators led by Mr Ian Creagh, University Secretary, The City University.
Participants provided insights on the state of play in the higher education sector in the UK and Australia , with particular focus on recent policy developments in Australia in the areas of student financing policy, internationalisation and governance.

On Thursday 27 October 2005 the AVCC hosted a Thai delegation led by the Vice Ministers for the Ministry of Education, Dr Kitti Limskul and Dr Phiraphan Phalusuk. The delegation discussed in detail the issues surrounding Australia ’s experience in implementing the HECs scheme, and government funding for Australian universities. These are particular areas of interest as the Thai Ministry of Education moves to implement an income contingent loan scheme based on the Australian HECs scheme in 2006.

On 14 September 2005, The Australian Vice-Chancellors’ Committee (AVCC) and the China Education Association for International Exchange (CEAIE) have today renewed a three year agreement following the successful conclusion of the Agreement on Cooperation in Higher Education between China and Australia 2002-2005. AVCC Chief Executive Officer John Mullarvey and CEAIE Deputy Secretary-General Mr Zouping Lin signed the three year Agreement for the years 2005-2008 today in a meeting between the two organisations at the AVCC.

On 17 June, delegates from the Samoan Qualifications Authority (SQA) visited the Australian Vice-Chancellors' Committee (AVCC) to discuss quality assurance in the Australian university sector, as well as the recognition of Samoan degrees in Australia and opportunities for Samoan students to undertake postgraduate study in Australia.

On 15 June 2005, Mr John Mullarvey, Chief Executive Officer of the Australian Vice-Chancellors’ Committee (AVCC) met with Presidents and Vice-Presidents of 22 Chinese Universities, along with delegates from the Chinese government.

Mr John Mullarvey, Chief Executive Officer of the Australian Vice-Chancellors’ Committee (AVCC) met with Mr Bhartendra Singh Baswan, Education Secretary and Head of the Indian Joint Working Group delegation on Monday 23 May 2005 to discuss the quality assurance measures of Australian universities. The meeting was very productive and will likely result in increased bilateral communication between the AVCC, the Association of Indian Universities and the Indian Ministry of Human Resource Development.

The AVCC Latin America delegation meets with representatives from the Mexican

John Mullarvey, AVCC CEO, met with a
Ministerial delegation from Mexico on 7 February 2005. The delegation discussed
possible means of extending cooperation in higher education between Mexico and
Australia. Both the Mexican delegation and the AVCC recognise the importance of
fostering international partnerships to further the aims of higher education in
